Ever try to stop Windows Vista’s offline files feature after you had turned it on? I did and found it to be damn near impossible. That is until I stumbled upon a Microsoft support article on a different offline files issue. In the workaround section of the article it explains that you can reformat the offline files database by creating a DWORD named FormatDatabase with a value of 1 in HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Csc\Parameters.
After adding this to the registry and rebooting my offline files cache and settings were completely removed once and for all.
